Hassler offers Building Energy Saving Ordinance (BESO) assessment service to homeowners and realtors in Berkeley who are looking to sell their house. We currently have three Register Energy Assessors on staff.

What is BESO?

Effective December 1, 2015, the Building Energy Saving Ordinance (BESO) will replace both the Residential and Commercial Energy Conservation Ordinances (RECO and CECO), requiring that Berkeley buildings (less than 25,000 sqft) complete an energy assessment and publicly report energy efficiency information to the City and potential buyers prior to sale. BESO assessment is required prior to the sale of a house of whole building. With BESO, the RECO/CECO requirements of installing energy and water efficiency improvement measures, will no longer be required. Transition from RECO to BESO

The transition from RECO to BESO will begin on October 9, 2015. Sellers may choose to comply with either RECO or BESO. The advantage of complying with BESO is that, the mandatory energy and water efficiency improvement measures required by RECO do not apply to BESO. Sellers only need to complete an energy assessment and share the report with the City and potential buyers.
